This honoring is not only to us; it is an honoring connected to all political actors in Tunisia, who chose consistency approach path; they succeeded in putting the interest of their country and their people above their narrow partisan interests.

It is honoring Tunisian women and young people who rose up against discrimination and exclusion and fought in the defense of their civil rights, their right of freedom, dignity and decent living, it is honoring the men of intellect and culture, trade unionists and human rights activists, professionals and civil society, our soldiers and our brave men who shaped all of us, thanks to the their vigilance, sacrifices and bright contributions in the features of the Tunisian exception, they were a safety valve against all attempts to blow up the modern society gains, targeting the civil state and the real benefits for which the revolution broke out.

Please allow us before we speak about the national dialogue experience, to emphasize that what we feel of euphoria and pride in this historic procession, does not obscure what we feel of grief, sorrow and anger about what is happening in many parts of the world, as Tunis a few days ago, and before that Sousse, Bardo Museum, Beirut, Paris, Sharm el-Sheikh and Bamako were scenes of barbaric and heinous terrorist acts in which hundreds of innocent people fell injured.

The feelings of empathy and sympathy cannot erase the grief and agony of the victims and the families of others who were killed in other cities all over the world.

The world honoring the national dialogue in our country is a confirmation that we share with the international community the same the universal instituting values on human rights rejecting all forms of intellectual and ideological isolation.

The progress in the face of the risks lurks for us all over the world requires more cohesion and establishing a lasting and fair partnership between the peoples of the world and the search for solutions for the serious problems which many countries floundering because of poverty.

Today we are in a great need for the dialogue between civilizations and to peaceful coexistence within diversity and difference. Today we are most in need to make the fight against terrorism an absolute priority, which means perseverance on the coordination and cooperation between all nations to drain its resources and isolated from the incubators.

Today, we need to accelerate the elimination of hot spots all over the world, particularly the resolution of the Palestinian issue and enable the Palestinian people the right to self-determination on their land and build their independent state.

This historic procession, which is organized in memory of the Universal Declaration of Human Rights, is a tribute to the spirit of the inspiring revolution that Tunisians fought five years ago in defense of their legitimate rights, in defense of the freedom and dignity, a revolution in which the Tunisian shouted with one voice, «The people want», «The people want the right to dignity.», «The people want the right to work.»

This phrase has a magical effect now, inspired nations to move in order to claim their legitimate rights and express the rejection of tyranny and injustice and oppression.

The Tunisian revolution broke out on December 17, 2010 against poverty and marginalization and against the development options devoted exclusion and injustice between the parties and between the groups, its slogans demanded economic and social rights contained in three main demands: labor, freedom and social justice.

Translated in the form of protests by youth and social movements, which were all calling for solving the problem of unemployment and the elimination of marginalization, demanding the right to development, the right to a fair distribution of wealth and the right to equality.

But this uprising took a frank and direct political overtones after the defection of the pyramid of power and claim to dissolve all the structures of the ruling party, suspension of the old constitution of 1959 and to demand the departure of the existing government as a whole. Which left a large void, the country's intervention in the case of aggravation of an incident that nearly led to have dire consequences.

However, the long history of civil society and community rooted in its surroundings thanks to the historical roles to play during the battle of liberation and independence by building a state and the people standing attitudes towards their issues, made them move since the early days of framing the transitional path through the creation of the High Commission for achieving the goals of the revolution, political reform and democratic transition, that collected all the political factions and civil, social and expressions and the most prominent independent national figures, is the body that is credited with successfully filling this void and preparing for the founding elections October 23, 2011.

The beginning was frustrating. The Semi-consensual political scene that the country knew before the constitutional elections began to change, leaving the place to a new reality; overshadowed by the serious imbalances practices that deepened the tendency of the political polarization and generated confusion and fears about the future of the system of governance in the country.

The result was the intensification of the interactions between the political parties, and it emerged tension and estrangement indicators within the community, and the chaos and lawlessness overfill, which encouraged insulting the dignity of the state and the predominance of the smuggling gangs, barons of parallel trade, the forces of terrorism and religious extremism, and as a result, it was assassination of human rights activist and political martyr Chokri Belaid on February 6, 2013, then the assassination of the Martyr Mohammed Brahman of the Constituent Assembly of Tunisia on July 25 of the same year and the fall of the number of martyrs of police forces and the army, and the citizen became confused by the lack of security and the worsening of the social and economic conditions and the spread of chaos on more than one level.

On the background of this intense reality over the escalation of popular movements in Tunisia and in many inner cities, following the stopping of the Constituent Assembly after upholding the participation of the opposition lawmakers, and suspending the position of its president, the National Dialogue initiative came after a unanimous four of our organizations on the care and the need to move to the political parties, and invite them to take a seat the table of dialogue in order to reach a major consensus believes in the management of the remainder of the transitional period which exceeded its deadlines. And this is what actually happened after they all accepted signed the road map.

We have within this map a number of compromises on contentious points, as follows:

1. Acceptance of the formation of competencies chaired by an independent national figure government members who will not run for the upcoming elections that replaces the existing government, which vows to resign and enables the new government the full powers to run the country.

2. The resumption of the Constituent Assembly sessions and defining its functions and the end its work.

3. The commencement of consultations about the independent character that would be entrusted to the mission of forming the government.

4. Agreement on a roadmap on the completion of the transitional path and adjust the calendar of presidential and legislative elections and announcing it to the public opinion after being signed by all parties and issued within the law passed by the National Constituent Assembly during a special session and complements the provisional organization of public authorities and revises it.

The National Dialogue was not an easy process, and many of its rounds were in a difficult labor, we even had to suspend it for about a month, after it wasn't possible to reach consensus on some of the points listed on the roadmap.

But we did not give up and continued as a quartet to work and contact with political parties and we were able to bring everyone back to the table of dialogue, thanks to this consensual accordance which we founded and nurtured with the support of the rest of the components of civil society, the transition path has been successfully completed. And ended up with the formation of an independent qualified temporary government and the drafting of a new constitution for the country and approved by high consensus, and the election of the Independent High Electoral Commission, the electoral law which enabled the holding of legislative and presidential elections produced a new Parliament, a new president and a government that won the confidence of the majority of the people's deputies.

We realized as a quartet, thanks to this spirit, that the privacy of the transitional period cannot tolerate its approach according to only the logic of the elections that remains fragile and vulnerable to various setbacks, but should be backed by consensual legitimacy.

Therefore, we sought to persuade the majority that the approach in the transition and in the community is still taking its first steps towards democracy may represent discrimination, tension and worsening element, which is presumably attributed by political basis based on the approach that provides the most possible consensus ensuring to maintain the nation's unity and cohesion and it is based on the compatibility of the constructive dialogue approach.

Such an approach in the transitional stages is characterized in exceptional cases by collaborating the people's consensual legality and the electoral legitimacy that may cause fatigue, corrosion without eliminating each other. However, such an approach of the entitlements of the transitional path require minimum conditions in advance, which were provided in Tunisia, but unfortunately didn't happen in the rest of the Arab Spring countries.

Consensus requires good preparation and a real will to dialogue, and controls the work of a pre-agreed framework and be inside the exchange of views among the various political parties, and also, in particular, a sponsor characterized by confidence and appreciation of all the parties concerned to take over the task of managing the dialogue and deepen it until it reaches its extent and achieve its objectives.

We are proud of what the Tunisian national dialogue experience receives of the desirability and the unprecedented international sympathy, which bears us the responsibility to persevere this approach and its adoption as a strategic option for the management of our political, economic, social and cultural affairs, and it is what makes us aspire that experience after being completed, be a role model for others of the people that pass today difficult transition paths to take it as an example in their affair in accordance with the same approach.

The successes recorded on the consensual transitional path still require us great efforts to fortify and consolidate them. To be a starting point for new successes. We realize that many challenges lie ahead and that significant risks still lie in wait for us.

* At the political level, we are looking forward to the completion of path and arrangement of the constituent power on a democratic basis and to end the concentration of the remaining necessary constitutional institutions to consolidate freedoms and to block the return of tyranny.

* On the economic level, we have work to provide the conditions to ensure the return of the Tunisian economy to its normal state, and improve the overall investment climate and embark on the adoption of the necessary reforms for that, in the context of broad consultation between the government and the economic and social parties, in order to preserve the interests of all groups and parties which will contribute significantly to improve the stability of the country.

* On the social level, it is all of our duty to work to provide the elements of dignity and livelihood for all Tunisians wherever they are, and to eliminate poverty, deprivation and inequality between the segments of the people. This requires us to address the problem of unemployment, especially unemployment of graduate degree holders.

* On the security level, the security situation has improved in general and Tunisia made progress in dealing with terrorism and to protect the borders from smuggling. However, our country is to make great efforts to make a quantum leap in the fight against terrorism and in the method of dealing with the phenomenon, which presumably expand the treatment circle in different directions, and work to isolate the phenomenon from its tributaries.

We realize that achieving stability in Tunisia passes through creating more job opportunities for our young people, and take care of the internal areas and the borders in particular, which has suffered from marginalization for decades and our people are who lives there are looking forward to having better conditions after the revolution.

This benefit requires the development of infrastructure and improvement of basic facilities of life such as health, transport and education, and intensify investment and explore possibilities of the small projects especially since these areas replete with cultural and traditional legacy, which can be a starting point for the creation of a number of projects, whether in the fields of agriculture or in traditional industries, whenever funds and appropriate business climate are available.

We are well aware of all these calamities, and we are fully aware of the challenges lies ahead. We are all will to reliance on ourselves in order to overcome the difficulties, and we look forward to supporting our friends all over the world, and we say to those who believed in Tunisia that we will continue to work for our country and we will continue to bet on the dialogue and consensus as a way to overcome difficulties

Thank you, and may you always be a supporter of freedom and peace.
